Hello Sally,
Thanks for posting your problem here. I am Ivy and I am trying to help you with your problem.
The ransomware may lock your computer and prevent you into downloading anti-malware program. Please follow steps below to remove FBI ransomware.

Step1, Download the required tool first from your clean computer and save it in your USB drive.

Anvi Smart Defender: http://www.anvisoft.com/software/asd/

ransomware-killer-by-Anvisoft.zip:http://download.anvisoft.com/freetools/ransomware-killer-by-Anvisoft.zip

ransomware killer is a free tool developed by Anvisoft to kill ransomware virus like FBI moneypak virus, ukash virus.

Step2, Reboot your computer into safe mode. (If you are unable to do so, please try unplugging the network cable and then start your computer into safe mode or normal mode).

Step3. Connect your USB flash disk which saved the removal tool and then transfer the required tool to your compromised computer.
Open the USB flash disk and find the ransomware-killer-by-Anvisoft.zip file, double click its icon to open it. Find a file named RWkiller.exe, double click it and type the password "anvisoft" to open the file.

Step4. Select the right Windows OS, click on the Remove Ransomware to delete the core files of the infection and remove the FBI virus.

Step5. Open Anvi Smart Defender install asdsetup.exe and install it to full scan computer system to detect and remove the remnants of the infection. If the Anvi Smart Defender free version has not detect any results there, we highly recommend you to upgrade to Anvi Smart Defender Pro version.

Now your computer should be clean. If you are still experiencing the same problem, please let us know. We will try our best to help you.
